Mobile Salon License in Florida

A mobile cosmetology salon is licensed as a salon, pays the same fees as a fixed location, and then carries four requirements of its own: a written monthly itinerary filed in advance, five-inch lettering on two sides, minimum clean and waste water capacity per cosmetologist, and a prohibition on working while the vehicle is moving.

It is a salon first

The people working in it still need their own cosmetology license or a specialty registration; this page is about the premises.

A mobile salon must comply with every rule applying to salons at fixed locations — including the sanitation rules — “except to the extent those rules of the Board conflict with this rule”, plus local ordinances, applicable Americans with Disabilities Act accommodation requirements, and applicable OSHA requirements (Rule 61G5-20.010). Fees are the same as a fixed location’s.

The monthly itinerary

Prior to the beginning of each month, each mobile salon license holder shall file with the Board a written monthly itinerary which lists the locations where and the dates and hours when the mobile salon will be operating.

Filed before the month begins, and it lists locations, dates and hours. The rule’s stated purpose is to make inspection possible — a salon that moves is otherwise hard to inspect on a schedule.

A moving salon still has a fixed address

The vehicle moves; the record-keeping does not. Each licence holder must “maintain a permanent business address in the inspection area of the local district office” where records of appointments, itineraries, employee licence numbers and vehicle identification numbers are kept for Department inspection, and where the Department’s correspondence can reach them (Rule 61G5-20.010). A post office box or private mail box does not satisfy it.

Five-inch lettering, two sides

The salon name and salon license number shall be in lettering at least five inches in height and shall be visibly displayed and clearly legible on at least two exterior sides of each mobile salon.

Both the name and the license number, at that size, on at least two exterior sides.

Water capacity, and when work must stop

At least 35 gallons of clean water for each cosmetologist working in the salon, with waste water capacity at least equal to the clean water capacity. Operation “shall promptly cease” when the clean water supply is depleted or too diminished to finish a service, when waste water capacity is reached, or when the restroom needs servicing. The same three conditions gate starting again: no mobile salon may “operate or resume operation” without enough clean water and waste water capacity “for completing all cosmetology services undertaken and its restroom is functional”.

Nothing happens in motion

No cosmetology services shall be performed and no patrons shall remain within a mobile salon while it is in motion.

Both halves matter: no services, and no patrons aboard at all.
